U.S. clothing retailer Gap Inc. said it will “forcefully reiterate” its prohibition on child labor to all its Indian suppliers following a British newspaper report that children as young as 10 were found making Gap clothes at a sweatshop in New Delhi.

The Observer newspaper quoted the children as saying they had been sold to the sweatshop by their electric jackfamilies in Indian states such as Bihar and West Bengal and would not be allowed to leave until they had repaid that fee.

Some, working as long as 16 hours a polarization maintainingday to hand-sew clothing, said they were not Rubber product supplierbeing paid because their employer said they were still trainees.

Gap said it first learned of the child labor allegations last week and discovered the sweatshop was being run by a subcontractor that a vendor had hired in violation of Gap’s policies. The product made there will be destroyed so it cannot be sold in Gap stores, company spokesman Bill Chandler said.

“We appreciate that the media identified this subcontractor, and we acted swiftly in this situation,” Chandler told The Associated Press on Sunday. “Under no circumstances is it acceptable for children to produce or work on garments.”

The Observer quoted one boy identified only as Jivaj as saying that child employees who cried or did not work hard enough were hit with a rubber pipe or had oily cloths stuffed into their mouths.

The Observer printed a photograph of one of the child workers, and British Broadcasting Corp. television broadcast what it welding machinesaid was footage compression fittingsof the youngsters taken at the sweatshop by an unidentified German TV crew.

Gap did not immediately cut ties with the supplier it accused of improper subcontracting, but Chandler said the company was taking the breach of its child labor policies “extremely seriously.”

SCRATCHING an itchy spot turns off an itch “switch” in the spinal cord, US researchers said today in a finding they think could lead to better treatments for itching disorders.

Tests on monkeys showed that scratching short-circuits itch signals to the brain.

Understanding how this works may lead to new treatments for people with diseases such as AIDS or Hodgkin’s disease that cause itching not easily relieved by antihistamines or steroid creams.

“There are more than 50 electric jackdiseases that produce itch that can’t be easily treated,” Glenn Giesler Jr. of the University of Minnesota, whose study appears in the journal Nature gu10 ledNeuroscience, said.

In earlier studies, he and colleagues showed that neurons in a special part of the spinal cord known as the spinothalamic tract become very active when itchy substances are put on the skin.

Dr Giesler said itch sensations – which are a form of pain signal – are sent to a region of the brain known as the thalamus.
But it has not been clear how scratching interferes with the itch signal. “We wanted to known how scratch works. How does it relieve itch?” Dr Giesler said.

His team studied monkeys to find out what happens to these nerves when an itch is scratched.

They painstakingly attached tiny electrodes to individual nerve fibers responsible for transmitting the itch signal to the brain.

Then they injected a substance under the skin to make the monkeys itchy.

When they scratched the itch, Dr Giesler said the fiber isolatoritch signal “magically” disappeared.

“The stimulation at that point stopped the neurons from firing or slowed the activity way down for 20 to 30 to 40 seconds – the period where you feel relief from scratching,” Dr Giesler said.

“That suggests these neurons in the spinal cord are shut off during scratching,” sculpturehe said.

Dr Giesler said the next step is to figure out how that circuit works, and what are the chemical messengers or neurotransmitters that are involved in this process.

“How can we activate this Led bulbssystem without scratching?” Dr Giesler asked.

“Then we can conceivably develop something that might be a treatment for all of these forms of itch that are not helped by antihistamines.”

Violins wanted for Funky Folk Fiddle Project
The Bournemouth Symphony Orchestra is resident in 17 Henley & Wokingham area schools this year as part of Henley Festival’s SHOUT! project.

Musicians from the orchestra have been working with primary school children since September, introducing the instruments of the orchestra and encouraging practical music making and composition.

This term sees a big drive to get children interested in learning the violin, an instrument which is sadly not being taken up widely in local schools.

Folk music is instantly accessible and after just a half day workshop, children as complete beginners are able to join in a whole class band with the BSO’s Jack Maguire on electric violin.

Jack runs a fiddle orchestra in the BSO’s home town and together they play Irish, Scottish, gypsy and fiddle music, accompanied by a rhythm section.

Henley Festival welcome the support of Oxfordshire County Music Service and wish to thank the Berkshire Young Musicians’ Trust for their generous loan of 20 ? and ? size violins for the duration of this project. A number of other folk instruments have been lent from a variety of sources – banjo, penny whistles, washboard and sticks.

Seeks removal of custom duty on commodity polymers and cut in others, but also seeks hike in customs duty on plastic products.

Current status

The Indian plastics industry comprises around 55,000 plastic processing units, spread over both the organized and unorganized sectors, employing an estimated 0.4 million people. About 75% of plastic processing units are in the small-scale sector and these account for about 25% of the total production. There are about 2000 fibre processors, of which 80% are in the small-scale sector.

But with the recent fall in polymers price from peak level and slowdown in world economy, the plastic industry is grappling with cheap import of the plastic products. Due to slow Cable Tiesdown in USA, China and Thailand the biggest exporter to US, are trying to push their products in India [ Images ].

The plastic product industry is facing huge imports of plastic goods at a much lower cost. Most of these readymade plastic products are coming via under-invoicing, giving stiff competition to the local converters. In case of under-invoicing, the importers show lower cost of imports in the invoice and try to save customs, excise and other taxes on that. Hence, the resultant tax evasion makes these products cheaper.

Industry expectations

The plastic product industry want the custom duty on commodity plastics polymers which presently is at 5% to be brought down to zero so that the industry have sufficient import at reasonable landed cost to tide over perennial shortages & to meet the target of 120 lakh tonne of plastics production. While on other polymers, industry expects custom duty to be brought down from current level of 7.5% to 2.5%.

Along with it, the industry also wants withdrawal of 1% landing charges for duty calculations and removal of anti-dumping duty on polymers. Also on electric jackPlastic Scrap, duty should be brought down from 7.5% to at least 5%. Poly Amide Resins (Nylons) also should be in parity with other Engineering polymers and the duty brought down from present level of 10% to 5%.

The industry wants custom duty on processed goods to be hike from 10% to 20%.

One of the important want of the industry was reduction in excise duty from 14% to 8%, which the government has done in its last 2-stimulus package. Now, the industry want concessional rate of excise duty at 60% of applicable duty, be reinstated for small scale industry (SSI) with appropriate lines along with uniform VAT in all states, abolition personalized giftsof central sales tax and removal of FBT on the units with less than Rs 50 crore turnover.

The industry also expects specific provision in the Cenvat Credit Rules clarifying the duty at the time of clearances is required. The industry is also looking for service tax limit to be raised to turnover from Rs 10 lakh to 20 lakh so that the concerned department does not harass smaller service providers. The industry also wants ban on applications for Anti Dumping Review on fiber isolatorplastics raw materials (Polymers) at least for two financial years.

Analysts’/market expectations

Since the government has already cut down the excise duty by 600 basis points (in December 2008 by 400 basis points and in February 2009 by 200 basis points), no future cut is expected Rubber product supplierin excise duty. Also, the government focus on cutting custom duty for polymers will be very less. The government may come out some policies or announcements, which may help SSI. On an average, it seems that industry’s expectation to large extent won’t be fulfilled by the present government.

Outlook

The demand for plastic products is yet to crawl back to normal levels. The cut in excise duties from 14% to 8% augurs well, especially for players selling to final consumers. But now the plastic products industry faces double-edged sword as on the one side it faces low cost import and other sided the rising polymer prices.

After few years of strong double digit growth, India is encountering sluggish trend in polymer consumption in the current fiscal with key user industries like automobile, construction, consumer durables etc witnessing sharp deceleration in growth. The players’ ability to cushion their margins from the volatility of the polymer prices also remains limited.

Only the government’s emphasis on infrastructure, special announcements on key sectors like telecom, automobiles, etc in the coming Budget can bring cheer to the plastic industry.
